SENEGAL
Senegal has integrated Sustainable Development Goal 1 into its national strategy, the Plan Sénégal Émergent, aiming to reduce poverty through structural transformation, social protection, and inclusive growth. Implemented through five-year action plans, the strategy prioritizes agricultural modernization, infrastructure, and rural development. Despite these efforts, progress remains moderate and insufficient to fully achieve the goal by 2030.
Senegal has made notable progress in reducing poverty, with rates falling from 53% in 2011 to 18% in 2021. However, significant challenges to achieving Sustainable Development Goal 1 remain, driven by high youth unemployment (15.3%–29%), a large informal economy, climate-related agricultural disruptions, and vulnerability to global economic shocks. To address these issues, Senegal is actively advancing SDG 1 through initiatives such as the Joint SDG Fund and its National Employment Policy, focusing on inclusive social protection, youth employment, and rural economic growth.
