SAUDI ARABIA
SAUDI ARABIA
BRIEF DESCRIPTION OF THE COUNTRY'S RELATIONSHIP WITH SDG 7
Saudi Arabia has a unique relationship with SDG 7 as one of the world’s major oil producers while simultaneously pursuing an ambitious renewable-energy transition. Under Vision 2030, the Kingdom aims to diversify electricity generation and targets an electricity mix of approximately 50% renewable energy and 50% natural gas by 2030, progressively replacing liquid fuels in power generation (Government of Saudi Arabia, n.d.).
The country has particularly strong potential for solar energy and is rapidly developing renewable capacity. Nevertheless, oil and natural gas remain fundamental to Saudi Arabia’s economy and energy system. The Kingdom therefore represents an important SDG 7 case of an oil-exporting economy attempting to diversify its domestic energy system without abandoning its role as a major global hydrocarbon supplier (International Energy Agency [IEA], n.d.; Government of Saudi Arabia, 2025).
Saudi Arabia’s central challenge is balancing energy diversification, economic development and energy security while maintaining the importance of its hydrocarbon sector. Rapid economic growth and high electricity demand, including substantial cooling needs, make efficiency and reliable electricity supply particularly important. The country has consequently introduced energy-efficiency standards in sectors such as buildings and transport (IEA, n.d.).
Renewable deployment has accelerated considerably. Saudi Arabia plans to reach 100–130 GW of renewable power capacity by 2030, while expanding its electricity grid and replacing oil-fired generation with renewables and natural gas (IEA, 2025, p. 93). These developments make Saudi Arabia particularly relevant to debates about whether fossil-fuel-producing countries can simultaneously remain major hydrocarbon exporters and become leaders in clean-energy development.
