Russia has a distinctive position in relation to SDG 7 because it combines universal energy access with one of the world’s largest fossil-fuel industries. Access to electricity and clean cooking is effectively universal, but renewable energy represents only a small share of total final energy consumption. Russia is also one of the world’s leading producers of oil and natural gas and possesses the world’s largest natural-gas reserves (International Renewable Energy Agency [IRENA], 2025; International Energy Agency [IEA], n.d.).
Russia nevertheless possesses a diversified electricity system in which nuclear and hydropower provide important low-carbon generation alongside natural gas and coal. Its situation therefore illustrates an important SDG 7 challenge: energy abundance and security do not necessarily correspond to a rapid transition towards renewable energy (IEA, n.d.; IRENA, 2025).
A major challenge is Russia’s structural economic dependence on fossil fuels and the relatively limited role of newer renewable technologies such as wind and solar. Expanding these sources would require additional investment, infrastructure and diversification while Russia continues to rely heavily on its extensive oil and gas resources for domestic energy and exports (IEA, n.d.; IRENA, 2025).
Recent geopolitical developments have further affected Russia’s energy sector. Following the full-scale invasion of Ukraine, international sanctions and changes in trade flows have reshaped Russian energy exports, while the availability of reliable energy data has deteriorated. The IEA estimates that Russian electricity demand declined by around 1% in 2025 but forecasts renewed growth through 2030, making future investment in reliable and sustainable electricity infrastructure particularly relevant to SDG 7 (IEA, 2026, p. 192).
