MEXICO
Mexico is a key upper-middle-income nation bridging North and South America. It deals with poverty heavily tied to regional migration, informal labour markets, and the economic impacts of free trade agreements with wealthier neighbours. (Weisbrot et al. 2014)
Mexico faces significant remaining challenges, yet is assessed as on track or maintaining SDG 1 achievement. Between 2018 and 2025, the country made notable progress in reducing poverty, supported by redistribution programmes and rising labour income. The national poverty rate fell to 29.6% in 2024, and an estimated 13.4 million people moved out of poverty between 2018 and 2024. Mexico has also institutionalized the 2030 Agenda across all levels of government and, in 2020, became the first country to issue a Sovereign SDG Bond to prioritise social spending. At the international poverty line of $2.15 per day, the headcount ratio declined from 5.06% in 2020 to 1.82% by 2025.
Despite progress in reducing monetary poverty, multidimensional deprivation remains a concern, particularly in areas such as health‑care access and social‑protection coverage. High homicide rates also undermine overall stability and intersect with broader governance challenges linked to SDG 16. The UN supports Mexico by strengthening social‑protection systems, improving food security, and promoting inclusive development for marginalized groups. Mexico is advancing SDG 1 through its Fourth Transformation agenda, prioritizing social programmes, cash transfers, and the principle that “for the good of all, the poor come first.”
