JAPAN
Including Japan in an analysis of Sustainable Development Goal 5 (SDG-5) provides a striking example of a highly developed nation struggling to close profound gender gaps despite robust institutional and legislative commitments. On a structural level, Japan has established comprehensive national frameworks, notably the Basic Act for Gender-Equal Society and the recent Fifth Basic Plan for Gender Equality (2020), which envision a society where all women and girls can thrive and set targets to increase the proportion of women in leadership positions to 30%. Internationally, Japan is a proactive advocate for gender equality, consistently funding UN Women since 1979 and integrating gender mainstreaming into its Official Development Assistance (ODA) through initiatives led by agencies like JICA. However, despite these efforts, Japan ranked 121st out of 153 countries in the 2020 Global Gender Gap Index, exposing a stark contrast between its economic prowess and its actual realization of gender parity. Analyzing Japan is therefore crucial to understanding how deep-rooted cultural norms and traditional practices can severely hinder top-down legislative frameworks.
Among the most critical issues regarding Japan's progress toward SDG-5 are severe underrepresentation in decision-making roles, deeply entrenched stereotypes, and significant economic vulnerabilities for women. In the political sphere, women hold a mere 9.9% of seats in the House of Representatives, hindered by the difficulty of balancing family life with political activities and a lack of support. Economically, the pipeline for female executives remains weak, with women comprising only 14.8% of administrative and managerial workers. This disparity extends to academia and STEM, where female academic staff in engineering account for just 4.9%, and Japan has yet to produce a female Nobel laureate in the natural sciences. Furthermore, traditional stereotypes dictating that "husbands should work outside and wives should take care of their home" persist, contributing to women bearing the brunt of unpaid domestic labor. Consequently, women are more vulnerable to poverty: single-parent households (predominantly led by women) face a staggering 48.1% relative poverty rate, and over 52% of employed single mothers are in non-regular jobs. Finally, gender-based violence remains a pressing concern, with roughly one in seven women experiencing spousal violence multiple times and domestic violence consultations surging significantly during the COVID-19 pandemic.
